Rent vs. Buy? The market these days seems to be more friendly to renters but with the right realtor anything is possible! However, it is important to know and understand the pros and cons of renting and buying in the area. Here at All Pro Group , we support both ventures. We rent properties as well as aid home owners looking for their dream Smoky Mountain house! The possibilities overlap and it is a good idea to keep in mind that renting a property is often the stepping stone to being able to comfortably buy a home that suits you in the future. Renting a home gives you the ability to save a little money and not be responsible for certain maintenance issues. This means limited responsibility and is ideal for young adults just entering the workforce. Being a renter also means that there is less of a tax impact on you financially. Rent is a fixed amount and therefore can make budgeting easier! Being a renter also gives you more flexibility to be able to move around since leases are usually 12 months or less! The cost to move into a rental property can sometimes be lower as well! While renting sounds great, there are also disadvantages to renting. Disadvantages of renting include: payments never stop, no tax benefits, there are rules, regulations, and limitations (i.e. pet policies), less stability, and no ownership. Renting is a good way to start your real estate venture and gives you more time to find the property that suits your every need before directly owning.

Buying a home is more intricate and finite. There are many advantages to having your own Sevierville area home which includes: owning a home can reduce amount you pay out in taxes each year, free creative opportunities, greater privacy, the pride that comes with ownership, and the lack of restrictions. However, owning your own home is not something to take likely, disadvantages to owning a home include: homeownership is a huge financial commitment, you’re responsible for all the maintenance in the home, the value of your house may not increase over time, and owning a home ties you to a community which could possibly mean more responsibility added to your plate!

Ruth Brewer – Property Manager/Office Manager

Ruth was born and raised in Tennessee. She is married with four daughters! Miss Ruth is our rental property manager and the lady in charge of the office. Miss Ruth adds sass and enthusiasm to the group! She is an extremely hard worker. Her job duties include, but are not limited to: creating leases and having them signed by tenants, managing every property under our management services, managing the office as needed, and providing overall support to every member of our team! Miss Ruth is a gem and we are so thankful to have her!

Sierra Brewer- Real Estate Assistant / Social Media

Sierra arrived on the scene early 2020 after graduating from ETSU. She was born and raised in Sevier County. She shares her home with her doggo named Chaia. Miss Sierra is a real estate assistant to our broker. Her job duties include but are not limited to: managing real estate accounts, managing all forms of social media, preparing all paperwork for real estate transactions, and being a liaison for buyers, sellers, loan officers, and title companies. We are lucky to have someone as witty and eager to please as Miss Sierra!

Wanda Brewer- HOA Management Services

Wanda started working for All Pro in July of 2021. She is from Newport and currently lives in Cosby with her husband Sam. She has two grown children, Nikki and Bo. She is very experienced with finances and was added to the team to help manage the HOAs. Her job duties include but are not limited to assisting the property manager and assistant property manager, looking over financial reports, invoicing, and being a liaison with HOA boards and owners. We are lucky to have someone as intelligent and fun as Wanda!

Brittany Benight- Property Management

Brittany started working for All Pro early of 2022. She lives in Seymour with her husband, daughter, and their loveable zoo that includes ferrets, dogs, and cats. She assists the property manager in her day to day tasks. She also is in charge of several HOAs and does the bookkeeping, invoices, payables and receivables for those properties. We are lucky to have someone who was willing to pick up quickly and fit in with our current team effortlessly!

Linda Catlett- Receptionist/ Storage Unit Manager

Linda has been with All Pro since November of 2022. Her cheerful disposition and infectious laugh keeps the whole office in a good mood. She lives in Seymour with her husband and her dog Ranger. All of America is Coming to the Smokies

During the past year of the COVID-19 pandemic, we have seen some major changes here in the Sevier County area of East Tennessee. The Gatlinburg, Pigeon Forge, and Sevierville communities have had their best year ever, despite the near shutdown during the first months of the pandemic. Even the hotels rallied during the second half of 2020 and are doing even better in 2021 but the biggest winners were by far the vacation rentals.

If you consider this, it makes perfect sense. Rather than flying, a family could drive their family vehicle to the Smoky Mountains, stay in a private cabin, enjoy the Great Smoky Mountain National Park, order meals to be delivered via GrubHub, UberEats, or another service if they wanted, and NEVER come within 50 feet of ANYONE. Talk about socially distant! They wouldn’t take any more risk of infection than they would if they stayed at home. And since so many schools and businesses were closed or working remotely, they were enjoying a perfect opportunity to escape, and to do it safely.

One of the biggest changes was the number of people visiting our Smoky Mountain community from states that we weren’t used to seeing in large numbers. When infection rates skyrocketed upward in New York and New Jersey, we started seeing those states’ license plates frequently. Previously, we would once in a LONG while see guests from New England, but the number of people visiting the Smoky Mountains from that part of the country increased exponentially. The same thing happened when Texas and Oklahoma had their surge in virus cases, and again when Arizona and California’s infection rates went up. Our community was the perfect place to escape to, and we saw people from almost every one of the 50 states here in Sevier County.

Fast forward to 2021 and we are still witnessing lots of out of state tags. I have recently spotted license plates from all of the typical states that visit here (Tennessee, Alabama, Georgia, Mississippi, South Carolina, North Carolina, Ohio, Illinois, Indiana) but also from much farther away as well. California, New Mexico, Nevada, Utah, Washington, and Oregon tags have been seen this week as well as lots of other states including Texas, New York, New Jersey, and many more.

The bottom line is that our visitor count is WAY up for the first quarter of 2021, and there appears to be no stopping this trend. We really don’t have an off season anymore and that’s okay (although a short break would be nice). Vacation rentals and our local hotels are having another great year, but the real question is how many of our guests that visited the Great Smoky Mountains for the first time ever in 2020 will be back this year? That will determine if the new higher visitor numbers are sustainable. I think they will be back. After all, what’s not to like? Great scenery, friendly people, low taxes, affordable living expenses and low crime are all great attractions. No wonder that a lot of these out of state tourists have chosen to live here permanently. Yep, that’s happening too. Zoom conferences and other online tools have made people more portable than ever before. As long as your home has reliable broadband internet, many people can now do their job from anywhere.

To all of our new residents of East Tennessee, I heartily say welcome to our little paradise! I do however have one request of you new Tennessee residents: Please don’t try to change what we have here that works so well. We are, by and large, a God-fearing, politically conservative community that doesn’t honk their car horns too often and we still sometimes offer a friendly wave to motorists (regardless of whether we know them or not) on the backroads. The worst outcome possible would be for all of these new residents to create an environment here similar to what they moved away from.

State tags that we aren’t used to seeing in this area are popping up more and more. It is our belief that like many people, these tourists might fall in love with our mountains and we would love to be able to help them find real estate for a more permanent stay.

These are some things that you might want to be aware of if you are looking to buy real estate in the area:

The importance of the street name – for example, if the address ends in Way that almost always means that this is a private road not maintained by county or city. Therefore, there has to be a good HOA support system in order for private roads to be taken care of in a responsible way. This can be problematic, so it is vital to know the importance of the street you are looking to live on.

The importance of being aware of flood prone areas – flooding has been better since dams have been built in the area many years ago. However, some areas of East Tennessee still have issues with flooding. Therefore, you would want to be careful about the property you are looking to buy.

Septic permits – permits are only issued with a three-year shelf life. Therefore, just because someone says that they have one does not always mean that they have one that is valid. This is one reason why having an agent is so important. An agent would be able to find out the validity of the permit on your behalf.

We are biligual and speak fluent Yankee – if you are having a hard time understanding “y’all”, “you’ns”, “down yonder”, and “fixin’ to”, we would be happy to act as a translator for you as well!

All Pro Group just wants to remind you that while the Sevier County real estate area has tremendous attributes, it is important to remember the downfall of flooding!

The Sevierville area doesn’t have hurricanes, tornadoes, or fires (aside from the tragic incident in 2016), however, some areas around our beloved town are prone to flooding. For example, storms that passed through on the night of April 12th, 2020 left owners and renters alike dealing with the backlash of living in particular areas. Trees were down on mountains and roads and land alike were covered in standing water. Many had basements flood and cars affected by the intense and persistent rain.

We have attached photos from this storm to give you an idea of the issues we are addressing in this post. This is why it is important to use a realtor that knows the area when looking into buying a house in this region.

With a lot going on in my personal life, it has been a challenge to keep this blog current. Sadly, this is a challenge that I have failed at – Actually, embarrassingly so. However, now that I have moved into my new residence and most of the boxes are unpacked, it’s time to get back to normal…

November’s residential sales for our Gatlinburg area market were significantly better than those from a year ago. While still preliminary, we are already 5% above the final total from November 2010 and that is good news. I expect that residential sales as reported by our Great Smoky Mountain Association of Realtors will eventually top out at around 150 but the flash value of 139 still shows promise. For you who are graphically oriented, here is the latest table:

Look for more good news coming soon as the market does appear to be improving again. If you are looking for a great bargain on one of the Gatlinburg area homes that are being offered for sale, please contact us ! I spent a good part of yesterday doing some research for a Broker Price Opinion or BPO for a bank that has foreclosed on yet another property here. As a part of my report I reviewed the latest stats for one bedroom cabins. As I have mentioned in an earlier post, this portion of our market was one that saw the most dramatic excesses. Not surprisingly it is now one of the hardest hit segments of our Gatlinburg/Pigeon Forge/Sevierville real estate market.

These very small one bedroom cabins often on postage stamp size lots sold for ridiculous prices as recently as 2006 but the reckoning since then has been very severe indeed. At the height of the insanity many of these 1 bedroom, 1 bath 500 square foot cabins on planned unit development lots sold for over $250,000. In some cases the developments had superb design and amenities but the price/value calculation still never really made sense to me. I chose not to sell these properties even though they were all the rage for a while.

Today is a different matter entirely. There are currently listed in our Great Smoky Mountain Association of Realtors 632 one bedroom residential units for sale in our area which does not include for sale by owners, development offered properties, or those that were listed in our MLS but have now expired. In the past 12 months there have only been 169 of these 1 bedroom units sold. You can see we now have a 3.74 year supply of these homes for sale and the pace continues to slow even further. During the first half of this year area Realtors have only sold 70 of these homes meaning that if that pace continues we are now on a pace of 140 units for 2008. Based on the current 632 unit supply we would then measure our residential inventory at 4.5 years!

Sadly the ONLY use for most of these cabins is as vacation rentals. With only 1 bedroom, no storage, and very small finished area, they aren’t practical for use as long term rentals or residences. With no other use than as a vacation rental this oversupply will continue for some time to come and I’m talking about many YEARS.

The moral of this story? NEVER purchase a rental cabin without a view as that is THE most important feature that affects its ability to rent and its saleability. Also, if you are looking to purchase a Smoky Mountain cabin now you have an incredible opportunity. I have recommended a price of $110,000 for the cabin I was researching today for the unhappy bank owner and they are in a state of shock that we are at that level. This is exactly HALF of the price that the former owner had been asking as they tried to resell the property. They in fact paid $191,900 for this cabin on 3/10/2006 and the bank made an 80/20 package loan for 100% of the purchase price. Doesn’t really take a rocket scientist to see where this was headed…

We saw this mess coming several years ago and now nearly half of all of our business comes from the real estate foreclosure connections that we have been developing for the past 4 years. What is TOTALLY remarkable is that the Schoenfield team of 4 licensed agents combined for 8 residential unit sales during June. While this is certainly below our average from years past it is actually quite an accomplishment. Consider that with well less than one percent of the total number of agents our team accounted for nearly 10% of all residential sales that occurred during the period in Sevier County! For readers who don’t know Sevier County includes all of Gatlinburg, Pigeon Forge, Sevierville, Kodak, and most of the Seymour and Kodak areas. This is quite a testimony to the hard work of our team and the grace of God that allowed us to have this level of success.

While hiking over the weekend with a client and friend I was enchanted by the rich colors and delightful intelligent design (code for God) evident all around us. With the wildflowers ablaze in color in the Great Smoky Mountain National Park and the dogwoods everywhere in bloom Gatlinburg and the rest of Sevier County are currently awash with color. Even the rhododendrons are getting into the act with their large lavender flowers which are blooming early this year. I imagine this is due to our warmer than normal early spring that we have enjoyed so far.

The Ramsay Cascades Trail is one of my favorite Smoky Mountain National Park hikes as you drive along the rolling waters of the river for miles to get to the trailhead. Once the hike begins you continue along the whitewater as it flows down the mountain from the 90 foot tall waterfall at the top. An 8 mile hike roundtrip, it is generally pretty moderate with only a few more challenging portions where the trail is a little steeper. Most of the trail is quite wide and easy to navigate and it is generally very well maintained. Another plus to this particular trail is that there is rarely ever any traffic to speak of (automobile or hiker variety) so you can enjoy the time and the scenery with little interruption. The virgin forest is spectacular and the size of some of the trees as you get near the cascades is remarkable.

A couple of caveats do need to be mentioned however if you are considering making this hike for the first time. If you come when it hasn’t rained in a while the automotive portion of the trip will be very dusty so don’t wash your car before you come and don’t plan on walking along side the gravel roadway. There are lots of miles of trails that aren’t dusty at all so don’t waste your time hiking along side the dusty gravel road. My second admonition is to be sure and bring your camera. I failed to pack mine for the trip and have regretted it since. If I had taken my camera I would have shared photos with you but alas…

It’s been a long hot summer, possibly the hottest I can remember here in East Tennessee. With way above our average temperatures for much of the year, it has certainly been warm here in the Gatlinburg area. Even up in the Great Smoky Mountains National Park it has been toastier than normal during the last several months. Although the heat wave appears finally to have broken its always a good idea to check the weather before you come to town .

Our local tourist economy has also been hot with visitor counts up significantly and most revenue numbers at record levels as well. More visitors equals more income for Gatlinburg, Pigeon Forge, and Sevierville businesses which is good news unless you’re a visitor stuck in one of our infamous traffic jams. New roads like Veterans Parkway and the recently designed ultra flow traffic pattern around downtown Sevierville have helped but the increased visitor count naturally entails more vehicles and this of course means more traffic challenges for our beleaguered roads. Still, we shouldn’t complain because the increased revenues are very much needed and appreciated.

I recently learned about an interesting smaller business that has recorded some real heat of their own in downtown Gatlinburg. Gatlinburg’s Pepper Palace is a Smoky Mountain business success story well worth telling. A few years ago, the proprietors, Craig and Tanya Migawa, originally of Wisconsin, came to Gatlinburg after trying their hot sauce and salsa business idea in other communities with only a limited degree of success. That was before they moved the operation to Gatlinburg, the gateway to the Smokies and benefited from the 10+ million visitors (some say as many as 12 million folks) our area hosts annually.

How time changes things! I remember telling buyers a couple of years ago to be careful of the very small cabins – some without even a single bedroom. The typical floor plan (if you could call it that) was a single room cabin with a kitchen in one corner, a fireplace in another, a bath in the third corner, and a jacuzzi style tub in the fourth corner. The first thing that one noticed if you could look past the great rental numbers was that there was absolutely no room for any sort of storage. Many cabins didn’t even have a single closet but rather a pole stretched across a corner of the room or possibly an armoire . Obviously, these homes have no possible use other than as a vacation home. They certainly can’t be rented as residences due to the tiny kitchens and the total lack of any sort of storage.

Additionally, the log type construction makes remodeling or any adding of additional living space very problematic and expensive. Besides the structure, the other part of a real estate investment that accounts for value is the land involved. Sadly, many of these homes have postage stamp sized lots that don’t allow for the addition of a garage or carport or adding to the home itself.

For the entire thirteen years I have been in the business of marketing Sevier County real estate I haven’t seen a tougher market. While this currently is not something peculiar to our area, it is also the first time that even oldtimers have seen a down market here. Folks who have been involved in our Gatlinburg /Pigeon Forge/ Sevierville real estate industry for many years say that they have never seen anything like what we are looking at now. With nine foreclosures posted in today’s newspaper alone, we are looking at a very difficult market if you are a seller.

Bright spots? If you are a buyer this is a fabulous time to be looking. Motivated sellers are not hard to find and listings are plentiful. While the premium properties aren’t being punished anything like the small, specific use type cabins are, there are bargains everywhere. If you are interested in buying a home for 20% less than what it sold for just a couple of years ago that can now be done in some areas of the county. In fact, I’ve never seen a better time to be a buyer and am looking for something to buy for myself right now. If you’ve always dreamed of having a home in the mountains this just may be the best opportunity we will see for a very long time. Entertainment will be featured throughout the festival on the main stage, highlighted by an appearance by Jimbo Whaley and Greenbrier at 9 p.m. on Saturday night. Bands scheduled to appear at MountainFest TM include: The Moonshine Boys, Smoky Mountain Rose, Smoky Mountain Four, The Tennessee Mountain Boys, Mike Grove and The River Road Ramblers, the Spring Lizards, Delmer Holland and the Blue Creek Ramblers, and the Lost Mill String Band.

On Saturday, August 18, listen as music talents of all ages playing fiddles, banjos, and guitars compete for awards and cash prizes in the Mountain Strings Competition in the stage area near Traffic Light Lot #3. Amateur guitar, banjo and fiddle players are invited to compete in their respective instrument and age categories beginning at 10 a.m. until 1 p.m. There is no entry fee to compete.

â€œWe welcome musicians of all ages to enter and play,â€� said Hawkins. â€œThis is a chance for musicians to get some exposure and a little bit of recognition for their musical talents.â€� Prizes will be awarded in multiple categories. An awards ceremony will be held for all categories at 1:30 p.m. on Saturday, August 18, culminating with all winners playing one tune together.

For the first 4 months of the year the Great Smoky Mountain Association of Realtors stats show that our company, RE/MAX All Pro, Realtors, is again number one in total sales volume among all companies in our board. The statistics also show that our market continues to be soft, with total sales in most categories down sharply from the same very robust sales period of a year ago in 2006.

While the total number of units sold in the period Jan 1 â€“ April 30th 2006 was 1408, only 1113 were sold during the same period this year. This is a sharp decline of 20.05% from the unsustainable sales activity of the same period last year. Interestingly, residential units without garages (the best way to select only vacation homes) were off the sharpest amount of any category – down a very sharp 31.9% from the same 4 months in 2006.

I have compiled statistics for Q1 2007 real estate sales from the Great Smoky Mountain Association of Realtors and the results are not surprising. Like much of the United States, our Gatlinburg area real estate market continues to be challenging. Here is a quick summary:

2005 First Quarter Total Residential Units Sold: 585
2006 First Quarter Total Residential Units Sold: 682
2007 First Quarter Total Residential Units Sold: 574

When rental cabin type properties are searched, the results are more dramatic:

2005 First Quarter Log or Wood Exterior Residential Units Sold: 241
2006 First Quarter Log or Wood Exterior Residential Units Sold: 286
2007 First Quarter Log or Wood Exterior Residential Units Sold: 192

Our market continues to be in an over supply situation and this makes accurate pricing more critical than ever. Buyers have lots of properties to consider and only well priced properties are selling. I have been very blessed to have an excellent start to the year with over 20 properties sold or pending so far this year but most agents in our market have not been nearly as successful.

Unfortunately, while early in 2006 unit sales for the entire board of Realtors were ahead of 2005 they slowed down significantly during the year and by the 4th quarter the comparison is striking. In spite of the reduced number of units sold more higher priced homes were sold which served to make the decline in average price not as steep. One key piece to the puzzle that has been missing until now is a state of the art medical community. It is an unarguable point that as we age we need more medical care options. In Sevier County, we have worked with an aging and insufficient hospital facility meaning that folks still have needed to go to Knoxville for many healthcare services.

Long discussed and worked toward, Covenant Health Systems (the parent organization of Fort Sanders Sevier Hospital) has recently announced the construction of a brand new $90,000,000 hospital and cancer center. With a pledge of $500,000 from Dolly Parton, Sevier County’s most famous resident, the new hospital and the related medical expansion will finally be a certainty.

Dolly Parton also announced that she will perform in a benefit concert to raise funds for the construction of the new facility on May 20th at Smokies Stadium. Once again, Dolly shows that her money IS where her mouth is as she helps Sevier County take a major step forward as a retirement community and a better place for those of us who are already fortunate enough to live here. After several hours of analyzing market data from our MLS database the market trends for Smoky Mountain real estate are unmistakable. During every one of the months of the first quarter of 2006, the number of units, the total dollar volume, and the average sales price for closed residential transactions were all higher than those values for the same period last year. During the second quarter, only in April was the 2006 total dollar volume lower than during 2005 but the number of units sold were lower during two months of the quarter. In the third quarter of the year, total closed dollar volume and the number of units sold were lower than the previous year during two of the months. Now that we are 2/3 of the way through the 4th quarter it is worth noting that the total dollar volume, the number of units sold, and the average sale price were ALL lower during the months of October and November and not only by a small amount. The number of units reported by member firms as being sold during these two months is almost 23% below the same period last year and the total dollar volume of sales during the months of October and November combined was over $31 million lower than during the year before. While it may be possible that December will mark a turnaround that remains to be seen. For my full chart based analysis of the prices for residential real estate in our area please click here .

What are we to make of all of this? Obviously this isn’t great news for sellers of real estate that can’t wait until a kinder and gentler market takes form. Like most of the United States, the Sevier County area is significantly below the unsustainable pace of last year. If however you are a potential buyer you really couldn’t ask for better circumstances. With many houses on the market for a longer period of time sellers are willing to take less and the super hot market of last year seems a distant memory. Remember the buyers of last summer who were frustrated because every time they made an offer on a home it was already sold forcing them to make offers on property sight unseen and with no contingencies? The sad part is that folks who were successful in purchasing property almost anywhere in the United States during 2005 are likely not going to be in a positive position if they need to sell at current prices. Of course, real estate has traditionally been a long term investment, not one suited for short term holding periods. The real estate flippers of the past few years are pretty much gone now – as likely is that opportunity for the near term future.

I have noticed that activity levels have picked up recently and our firm continues to be number one in our market as you can see by following this link to the sales ranking of all of the firms in our area . Since the percentage of Internet leads that become successful transactions is not as high as a referral or a sign call, Jeff says you have to work more numbers. The dollars invested, however, are much more efficient. â€œWith our marketing, we are Internet centric,â€� says Jeff. â€œWe spend much more on the Internet than on print advertising or any other form of advertising we do.â€�

No matter where you look in Sevier County, road construction and those ominous orange and white cones are everywhere. Even in a state that REALLY likes the colors Orange & White (the colors of the University of Tennessee – the Tennessee Volunteers) this has been too much. At the same time we have been not so patiently enduring the work on Chapman Highway to replace aging bridges, the creation of the new bridge in Sevierville and the improvement to the Main Street bridge, and finally the undergrounding of utilities in Gatlinburg.

Now that our high tourist season is upon us it is reasonable to ask when will it all be done? The answer is soon – very soon if you can believe the powers that be. Based upon discussions that I have had recently with a member of the Sevierville Board of Alderman the majority of the current road work should be completed by Memorial Day. The city’s new ultra-flow plan is designed to allow through traffic to pass more easily while at the same time allowing local folks to get from point A to point B while maintaining their composure and sanity.

To add even more good news the work to underground electrical and phone lines in downtown Gatlinburg is now progressing well. Despite a slow start construction has been pretty much completed on the east/south side of the parkway and is moving along nicely on the west/north side as well. According to the city of Gatlinburg this phase of the work will also be completed by the end of May and the next phase won’t begin until December when traffic will be less problematic. In a community that derives the vast majority of its income from tourists it is pretty much a necessity that they be allowed to get into and out of the community without losing their sense of humor. Based on the information available we can now anticpate our roads being freed up and tempers cooling a bit in time for the greatest visitation period of the year. Now if we locals can all keep OUR sanity for just a few more days…

Although the Fall is my absolute favorite season of the year Spring runs a close second and it’s spring time in the Gatlinburg area. The Rhododendron and Mountain Laurel plants are beginning to bloom and they will be spectacular. While many wildflowers bloom in April as well as the spectacular dogwood trees some of the most colorful plants are coming in to their prime right now. If you enjoy natural beauty and like to hike the many wonderful trails throughout the National Park are beckoning. This is the time to start thinking of coming to the Smokies and making a hike away from the city and the traffic.

My daughter and I last month hiked to Mt. LeConte and back along the Alum Cave Trail and there was still ice and snow at the top of the mountain but no more. On Friday of last week Michael McBryde, (one of the young men in the Sunday School class that I teach), and I hiked the Ramsay Cascades trail up to the top where a majestic 90 foot waterfall awaits those that are persistent. The hike is about 4 miles and is rated as moderate but is somewhat challenging if you carry a few extra pounds like I do. Climbing continuously along the river toward the top the trail is well maintained though still a real workout if you haven’t been hiking regularly.

What does this have to do with Smoky Mountain real estate you might ask? If you need just one more reason to own a full time or vacation home here in the Gatlinburg area you now have it!

We recently posted the statistics for the first quarter of 2006 as provided by our Great Smoky Mountain Association of Realtors, our local board. Based on these results, RE/MAX All Pro, Realtors Inc. was the number one selling firm in the county with a total dollar volume of closed transactions for all categories of real estate of over $19 million. This really isn’t that surprising as we have consistently been at or near number one in our market for the past several years. It is however a reflection of the hard work and excellent performance of our office’s agents and the support staff. With only 15 agents and a very lean staff of just 3 support folks our office continues to lead in our market.

When compared to last year’s results for the same first quarter period, sales are up dramatically countywide with all of the major firms recording very impressive increases over last year. In fact the number one position last year at this time was at only $12.8 million so sales continue to grow at a torrid pace countywide. The Gatlinburg, Pigeon Forge, and Sevierville real estate markets continue to be attractive investment choices for lots of people who are taking money out of markets that appear to have temporarily cooled. This is nowhere more noticeable than the customers we see who are taking money out of Florida and other coastal areas to diversify their assets and take advantage of the growth here. While prior years have had nice appreciation the gains have been nowhere near the unsustainable levels seen in the coastal markets of Florida, Alabama, and South Carolina. It is said that many residents and investors in these markets are just one more difficult hurricane season from packing up and leaving those storm savaged areas. If this turns out to be true then we will very likely see even more of these individuals coming our way which of course will be good for our real estate market here in the Smoky Mountains of Tennessee.

Gatlinburg Featured on The Travel Channel!

Recently a production crew from the Travel Channel Network spent several days in Sevier County filming a new episode of their Vacation Home Search program showcasing the Gatlinburg – Pigeon Forge area. The show recreates a buyer’s search for the perfect vacation home and follows them through the process of evaluating each property. The host is a professional television personality who discusses with the buyers the pros and cons of each home as they walk through the property. She also maintains the suspense until the end of the program when the buyers come to their decision about the home they purchased.

Interestingly the show has filmed episodes in some of the top vacation areas of the country putting Gatlinburg – Pigeon Forge in some pretty heavyweight company. Here is a list (in no particular order) of some of the other communities that have recently been featured on the show:

We are anxiously awaiting the airing of the episode featuring Gatlinburg and Pigeon Forge because we were instrumental in the production of the show. Our Chamber of Commerce asked that if we would be willing to help facilitate the show and of course we said yes. We assisted the producer in selecting areas of the county to highlight, scheduled homes to be viewed, offered advice as to pros and cons of each property, and located the star of the show, our client Steve Lewis of Atlanta, Georgia. Steve was a real trooper as filming took two VERY long days plus a brief follow-up session. Filming the show was a great learning experience as we now know a lot more about what happens behind the scenes of a reality TV show. The show should air several times and we will keep you posted when we see an air date.

The Tax Benefits of Owning a Second Home

If you or someone you know is among the millions of taxpayers who own a secondary residence, you can maximize tax savings from your vacation or second home. Depending on your personal use time, a bit of advance tax planning can result in saving hundreds or even thousands of tax dollars.
Although your second home mortgage interest and property taxes are always tax deductible if you itemize deductions, the amount of your personal use time determines additional income tax deduction savings:

1.) Less than 14 days of annual rental. Personally, my second home falls into this category. The tax result is that I can deduct only my mortgage interest, property taxes, and any uninsured casualty loss cost. But other expenses such as insurance and repairs are not deductible.

If I rent my second home up to 14 days per year, I don’t have to report that rental income to Uncle Sam. However, if I rent to tenants for greater than 14 days annually, then my second home will fall into one of the following categories.

2.) Annual personal use exceeding 14 days or 10 percent of the rental days (if rented over 14 days in 2005). In this category of heavy personal use and modest rental time, second home owners must report their rental income on Schedule E of their tax returns, along with applicable expenses.

But in this category any resulting tax loss when rental expenses exceed rent collected cannot be deducted against ordinary income from other sources, such as job salary. However, unused losses are “suspended” for future tax deduction benefits so it pays to keep track of such losses.

The correct order for deducting second or vacation home expenses in this category is mortgage interest, property taxes, uninsured casualty loss expenses, operating expenses such as insurance and repairs, and depreciation for the rental period. However, when the mortgage interest, property taxes, and uninsured casualty loss expenses exceed the rental income, they become itemized deductions on Schedule A.

3.) Annual personal use below 15 days or 10 percent of the rental days. This is the most desirable tax category for a second home. The reason is there is no limit to your tax loss deductions against your ordinary taxable income, (except for the $25,000 annual passive loss limit explained below). Rental income and deductible expenses are reported on Schedule E of your tax returns.

Let’s suppose you personally occupied your second home for 10 days in 2005 and you rented it for four months. Because your personal use time is below 15 days per year and under 10 percent of the rental days, you can deduct up to $25,000 of qualifying expense losses, including depreciation, against your ordinary income. However, Internal Revenue Code 183 says you must show a rental activity at least three of every five years in this category.

4.) No personal use time. If you didn’t personally use your second home during 2005, other than a few days while making repairs, and it was rented or available for rent the entire year, then your second home falls into this rental property category. The tax result is that all your income and expenses, including depreciation, are reported on Schedule E of your tax returns. Virtually every applicable expense is deductible on Schedule E, such as mortgage interest, property taxes, insurance, homeowner association fees, utilities you paid, repairs, and depreciation.

In addition, you can deduct reasonable “ordinary and necessary” travel expenses to inspect (but not occupy) your rental property, even if it is in Hawaii, Puerto Rico, or the U.S. Virgin Islands.In this category, you are very likely to have a “tax loss,” primarily due to the non-cash rental depreciation deduction. However, even if you select the tenants and collect the rents, rentals are a considered “passive activity” taxwise.

That means if your 2005 adjusted gross income is $100,000 or less, you can deduct up to $25,000 tax loss from your rental passive activity. But any rental tax loss exceeding $25,000 must be “suspended” for use in a future year, or when you sell the property to offset capital gains. However, if you qualify as a “real estate professional,” such as a full-time sales agent, then the $25,000 passive activity loss limit does not apply.

To deduct “passive activity” rental property losses against your ordinary income, subject to the limits explained above, you must have “materially participated” in managing your second home. This means you must own at least a 10 percent interest in the property and others cannot manage it in a “rental pool.”Without material participation, your rental tax loss is not deductible from ordinary taxable income and it must be “suspended” or saved for use in a future tax year.

Although second or vacation homes are not great tax shelters, they can save tax dollars while usually appreciating in market value for future resale profits. An additional possible future benefit, when you get ready to sell, is to move into your second home to make it your full-time principal residence for at least 24 of the 60 months before its sale. Then up to $250,000 principal residence sale capital gains will be tax-free (up to $500,000 for a married couple filing joint tax returns). For full details, please consult your tax adviser.

Resolution Creators Want ‘Smart Growth’

WEARS VALLEY – A community group advocating stricter controls on local development will present a resolution this month to local officials that would do just that on Sevier County mountains and hillsides.

Friends of Wears Valley, which began in 2005 over concern about development of Cove Mountain, will meet Thursday to discuss the resolution before presenting it to the Sevier County Regional Planning Commission and the Sevier County Commission.

“We know that there’s going to be development,” said John Meyers, a board member for Friends of Wears Valley. “We just want it to be smart growth.”

The resolution, called the “Sevier County Mountain and Hillside Protection Resolution,” is patterned after an almost identical resolution that was passed in November in White County, Ga., Meyers said. White County includes Helen, a popular tourist attraction made to look like a Bavarian village.

The extensive document outlines regulations that limit alteration of landscape and generally seek to protect ridge lines, steep slopes, trees and vegetation; prevent soil erosion; control stormwater runoff; and set building guidelines.

The resolution would also require all Sevier County developments with more than 30 acres to conduct a “comprehensive evaluation of environmental impact on the site as well as the surrounding areas.”

“We would like to see the Planning Commission work these guidelines into the existing (subdivision) guidelines,” Meyers said.

Meyers said he has talked to Ron Ogle, one of the local developers of Cove Mountain, about the resolution.

Ogle deferred comment on the resolution to his attorney, Brad Beaty. Beaty said he had not had an opportunity to review the resolution as of Friday afternoon, but said the development group welcomes “anybody who loves that mountain as much as we do” to talk to the developers about it.

Beaty said the development group was spending a lot of time, money and resources to plan a premier development that protects the beauty and environment of Cove Mountain.

After reviewing the resolution, Sevier County Planner David Taylor said it has some good guidelines that local planning commissioners may want to consider.

“It seems like Sevier County and White County (Ga.) have a lot of the same challenges,” he said.

While the challenges may be similar, the means to address them differ between the two counties, Taylor said. White County already has zoning ordinances and building codes through which officials can enforce the resolution, he said.

Sevier County currently only has subdivision regulations and officials are working to finish zoning maps so approved zoning ordinances can be implemented.

Listing Inventory Climbing

With 2,676 residential listings currently available in our market according to the Great Smoky Mountain Association of Realtors MLS system, buyers certainly have lots of choices now to choose from. Another symptom of this growing supply is the size of our local real estate publication of record, the Homes and Land magazine. With a network of 275 magazines nationwide covering thousands of communities, our small region has the dubious distinction of having the largest magazine in the entire Homes and Land network with 300 plus pages in the past several issues. This is partially due to the excellent service and good business skills of the local publishers, Russ & Cheryl Haskins, but is also further evidence of the large and expanding supply of new construction and resale homes in our market.

Does this indicate a real estate bubble as has been discussed by so many pundits regarding many markets around the country? Probably not, at least not yet. Tourism, the engine of our local economy’s growth has continued to expand handsomely. With approximately 12 million visitors annually, Sevier County has approximately doubled the number of guests we receive annually in just the past few years! Most businesses reported a very profitable 2005 and a seat of the pants (while stuck in the ever expanding traffic) analysis leads me to believe that this current winter season is by far our best in terms of the level of economic activity during what is typically our slowest season.

Okay, we are having a good off season but does this translate into a continued good real estate market? Yes, at least in our personal case it does. After finishing our best ever January in terms of sales and pending contracts February is off to a roaring start and I haven’t even had time to post to this blog. Hopefully things will continue to improve for our community, our visitors, and our real estate owners. If you are considering purchasing a second home the Great Smoky Mountains of East Tennessee still represent a very attractive investment opportunity in a community that so many people call their home away from home.

The results are in for Sevier County’s real estate sales last year and the numbers are excellent. In 2005 residential sales as reported through the Great Smoky Mountains Association of Realtors totaled 2,930 units with a total value of just under $575,000,000 and an average sales price of $196,208. This compares very favorably with 2004’s average of $178,061 and 2,218 units for a total volume of $394,939,715.

In 2005 Pigeon Forge, Gatlinburg, Wears Valley, and Sevierville had the most dollar volume in sales with Townsend, Pittman Center, and Wears Valley having the highest per unit average sales prices. Carnival and Splendor at the Gateway to the Smokies

GATLINBURG, where 3,400 people live year-round and a few million drop in, has the classic split personality of a frenetic tourist town set in a beautiful place. You can walk away the morning on a quiet trail where winter sunlight filters through a canopy of bare branches, and spend the afternoon scooping up plastic rabbits in a crowded souvenir shop or staring at sharks in Ripley’s Aquarium of the Smokies. Wiry, unshaven hikers pitch red nylon tents in splendid isolation on cloud-topped ridges, while down below, lines of cars snake their way toward town.
Over this ambiguous mix hangs the majesty of Great Smoky Mountains National Park, which encloses Gatlinburg on three sides.
Vacation houses, often called chalets or cabins, dot the mountainsides beyond the center of town. Some are cozy log structures tucked into hollows or next to rocky creeks that swish through banks of mountain laurel. In others, expansive walls of glass overlook spectacular views of preserved parkland or the twinkling lights of the town.
Before George Montgomery, 48, a Cincinnati lawyer, and his wife, Linda, 47, bought their 1,500-square-foot condo in Gatlinburg two years ago, they had already been vacationing there for more than a dozen years.
With their four children, they have gone white-water rafting, bounced on inner tubes down a snowy mountainside, hiked trails, shot miniature rounds at Hillbilly Golf (where outhouses are among the hazards), and dug into prime rib at the Park Grill as a pianist played Mozart. In Pigeon Forge, 15 miles north, they’ve taken in car shows and Dolly Parton’s Dixie Stampede, a dinner theater incorporating equestrian talent.
“We particularly enjoy January, February and March,” Mr. Montgomery said, when the weather is mild compared with Cincinnati’s. They make the five-hour trek at least once a month and have a network of friends, he said, “just like back home.”
Hardy Martin, 69, and his wife, Wanda, try to spend at least half their weekends in their three-bedroom contemporary house overlooking Ober Gatlinburg, a ski resort. Their main home is in Louisville, Ky., where his company, Innovative Electronic Designs, has designed sound systems for airports and the New York City subways. “We’ve hiked all over the place down there,” Mr. Martin said in a telephone interview.
Relaxation is the Martins’ goal in Gatlinburg, but excitement can arise unexpectedly. “Can you imagine opening your garage door and having a bear standing there looking at you?” Mr. Martin asked. When it happened to him, all parties stayed calm. He told the bear, “Go, go,” he said, and it “just walked out of the driveway.”
The Scene
The national park shapes Gatlinburg, which serves as one of its major entry points. Mixing with the more casual tourists looking over the Hollywood StarCars Museum or holding hands at the bar in Calhoun’s Restaurant are backpackers taking a break from the 850 miles of park trails and anglers heading out to 2,115 miles of streams.
Sylvester Kiger, 71, a Lexington, Ky., racehorse insurer who travels widely for work, is one of many second-home owners attracted by the park. His two-bedroom house has a deck and a mountain view. “I like to hike, I like to fish,” he said. He also enjoyed the park nature class, which introduced him to synchronized fireflies, an unusual breed that blinks in unison; his deck party in June featured a trip to the park to see the fireflies’ synchronal flashes.
The mountains also draw artists. Karen Green, gallery coordinator for Arrowmont School of Arts and Crafts, around which Gatlinburg’s tourist attractions have somewhat incongruously grown, was busy one day last month packing up an enamel exhibit in which artists from around the world had shown their work. Some serious artisans, she said, worry that the town’s touristy image may detract from their craft.
But not all do. “I love it,” Amy Santoferraro, 25, a resident artist at Arrowmont, said of what she called the town’s paradigm. “It’s honestly shaped the way I look at the world and at art.” She revels in watching people enjoy the amusements and trinkets.
No fashionistas walked the streets of Gatlinburg one day in late fall. The mostly middle-aged crowds looked comfortable in jeans and sweatshirts. Formally dressed brides and grooms, however, also seemed to be everywhere. With 25 wedding chapels, Gatlinburg is an Appalachian Las Vegas, routinely drawing couples from as far away as Japan.
Pros
Property taxes are low, about 17.77 cents per $100 of assessed value, according to Cindy Ogle, the city manager. That means, said Jeff Schoenfield, who owns RE/MAX All Pro Realtors in Gatlinburg, “you can estimate approximately $400 per year in total property tax per $100,000 market value.”
Crime rates are also low; the police department has 45 officers. Gatlinburg also cultivates a wholesome atmosphere by requiring establishments serving beer to serve food as well and to close by 1 a.m.
The city supplements the abundant recreational opportunities of the park, private golf courses, white-water and horseback riding businesses and the like, by stocking a stream in town with rainbow trout and maintaining three parks and a community center with racquetball courts and an indoor swimming pool.
Cons
People and their cars crowd town, especially on summer weekends, and the carnival atmosphere can be overwhelming.
Although Gatlinburg itself and a planning region extending five miles from the city’s edge have land-use regulations and zoning, as do some other parts of Sevier County, countywide zoning is not yet in place.
The Real Estate Market
On a typical day in November, 88 condominiums were for sale, at prices ranging from $49,900 to $849,000. So were 471 houses, from an older home for $40,000 to a four-bedroom, three-bathroom, 4,400-square-foot log house for $1.3 million.
Second homes are the engine driving Gatlinburg’s real estate business, and many are rented out at least part of the time. “It’s possible to rent a home over 200 nights a year,” Mr. Schoenfield said, though “all the amenities have to be right.” Short-term rentals are very common, and some neighborhoods allow overnight rentals.
Luxury homes with views can appreciate up to 10 percent in a year, said Jason White, an agent at Century 21 Four Seasons Realty, while prices for older homes in need of updating have stayed flat the last few years.
Just outside the city limits, roads are being developed for Norton Creek, a new neighborhood where lots start at $250,000 and rise to $600,000. This is the first neighborhood in Gatlinburg where each lot is surrounded by green space and there is no common property line between owners. “I’d say 80 percent of that neighborhood is going to be second-home owners,” Mr. White said.

PIGEON FORGE – For Pigeon Forge City officials, the political focus for 2006 will remain the same as previous years: boosting tourism.

Mayor Ralph Chance said that he wants to continue focusing on what has been a winning equation for his city.”We’ll continue to work on getting tax-generating businesses that would be complementary to the tourism industry to locate in Pigeon Forge,” he said. “Also, in that same line, [we want] to work with existing businesses to make sure we are moving in the right direction and that we are trying new markets, through advertising, that are a benefit to everyone.”Chance also wants to “continue working with the local citizens . . . to let them constantly know they have an ear and input into our future and growth,” he said.”The main thing is to continue to be real careful with your resources and infrastructure,” Chance said. “Anything we do is not for the short-term, it’s for the long range.”City Manager Earlene Teaster said she and her staff will be working closely with the state during 2006.”I’m looking forward to the finalization of our Central Business Improvement District application and just continuing to work to further the growth of the city.”The application that Teaster mentioned currently proposes a 14-project building program that would cost the city up to $554 million, including interest, over 30 years. Teaster has said the city will make changes, including possible cuts to the proposal based on expected state input.The program would rely on a funding mechanism provided by the Convention Center and Tourism Development Financing Act of 1998. If approved, Pigeon Forge would receive a portion of sales tax revenues that would normally flow to the state to pay for the bond issues needed. Other issues that will occupy city officials in 2006 include the “proposed expansion of our wastewater system,” Teaster said. “We’ve got to continue diligently working to expand our wastewater plant in order to continue growth.”Facilitating tourism will also remain a focus for Teaster.”I personally want to continue to support the Pigeon Forge Department of Tourism because through November of 2005, we had enjoyed a 9 percent increase in business [over a year before].”* jwdavis@themoutainpress.com
